From the 9th of July 2012, The National Resident Register System will take effect.

1. Foreign residents will be issued a Certificate of Residence.

With the exception of short-term residents- i.e. (tourists or anyone staying under three months in Japan) all foreign nationals that have an address in Japan will be issued a certificate of residence like Japanese citizens.
Members of mixed households that include Japanese as well as foreign nationals will also be issued certificates and will be able to produce Resident Certificates that list every member of the cardholder’s household and display their photo/s.

Within the month of May 2012, persons of object will be sent a notification in the mail in order to reaffirm their household arrangements. If you have been notified, please review the stated information within the posted material and if there are no errors to be rectified please return the material. On the other hand, if there are errors contained, please notify the city office in person.

2. When moving to another city from Yasu, you will need a ‘Transfer of Residence Certificate’
Previously, in order for a person to change his/her residence, one was only required to register a new address at the respective government office. The new system will require a person to complete a ‘Transfer of Residence Notification’ from the former address. A certificate will be issued upon completion, which will be required to register a new address. Please consult the ‘Citizen’s Affairs Department’.

3. The current ‘Certificate of Alien Registration’ system will be abolished and replaced by a simplified ‘Residence Card’ and ‘Special Permanent Resident Certificate’ system

   Permanent residents are not required to exchange their ‘Certificate of Alien Registration’ for a ‘Residence Card’ immediately, however they are required to do so within three years of the act taking effect. The deadline to acquire the ‘Residence Card’ is the 8th of July 2015. Those who’s ‘Certificate of Alien Registration’ are valid beyond the deadline are still required to make the change by the 8th of July 2015. The next audit is due to take place on the 9th of July 2015.
 Special Permanent ‘Certificates of Alien Registration’ are valid until the stated expiration date. However, the former grace period to renew the card within thirty days of expiration has been rescinded and current holders of the card will be required to acquire the new ‘Special Permanent Resident Certificate’ by the expiration date.
 ‘Certificates of Alien Registration’ that are not classified under categories  nor  are valid until the stated expiration date and upon their renewal, will be replaced by the new ‘Resident Card’.

*Regardless of which category he/she falls under, foreign residents under 16 years of age must acquire the new ‘Resident Certificate’ by either his/her 16th birthday or when his/her current ‘Certificate of Alien Registration’ expires – which ever comes earlier*
4. All functions of renewal, length of stay and requirements will be handled solely by your ‘Regional Immigration Office’.

Until now, notifications and document submissions were required at both the regional immigration office and respective city, town or ward offices but upon effect of the act, visas, length of stay and renewals will be handled solely by the immigration office.
